Declination of Continued Service Statement (DCSS)

(AR 601-280, Chapter 4, Section II)

Question:  What is a Declination of Continued Service Statement (DCSS)?

Answer:  A DCSS is an official notification from a Soldier, other than those in their initial term, having 4 or more years of service for pay purposes at ETS that refuses to take action (reenlist, extend, reenlist and extend) to meet the service remaining requirement (SRR) for an assignment, promotion or school.

This action is required regardless of the SRR start or report date, to include those after the Soldier’s current ETS.  Soldiers eligible, but refusing to take action to satisfy military SRRs will be denied further service through the DA Form 4991-R.

The DCSS will not be used for:

a. Soldiers ineligible to obtain sufficient time through reenlistment or extension of enlistment as verified by the servicing Career Counselor per chapter 3 of this regulation.

b. Soldiers with insufficient time and ineligible to take action to obtain sufficient time to complete an unaccompanied tour.

c. Soldiers within 90 days of ETS date on date of notification of assignment instructions.

d. CONUS based Soldiers alerted for OCONUS movement with insufficient time to complete an accompanied tour but who have sufficient time or are eligible to take action to obtain sufficient time to complete an unaccompanied tour.  (That is, the Soldier having enough time to complete an unaccompanied tour, but not the longer accompanied tour, will not have a DCSS.)

e. Soldiers serving on an indefinite reenlistment do not have the option of submitting a DCSS.  Indefinite Soldiers who are retirement eligible may submit retirement applications in lieu of assignment, however approval is not automatic.  Non-retirement eligible Soldiers may submit for separation under other applicable provisions of AR 635-200.

The Commander / First Sergeant will counsel the Soldier, ensuring the Soldier fully understands that refusal to comply with orders will result in the execution of a DCSS. Specifically, Soldiers with a DCSS are:

 

(1) Placed in a non-promotable status.

(2) Prohibited from reenlistment or extension of enlistment.

(3) Removed from promotion standing list (if applicable).

(4) Prohibited from applying for reentry into the Regular Army for a period of at least 93 days if separated at normal ETS, and at least 2 years if voluntarily separated before ETS under applicable provisions of 16-4b AR 635-200.

(5) Required to receive a rank determination from ARMY G1, if approved for reentry into the Regular Army.

(6) Prohibited from application, selection, or attendance for commissioning or warrant officer appointment programs while on the current period of active duty.

(7) Precluded from consideration by ARMY G1 for centralized selection for promotion and/or advanced schooling.

(8) Eligible to request voluntary separation under the provisions of paragraph, 16-4b AR 635-200.

(9) May be eligible to join the Reserve Component.

(10) Eligible for other assignments (CONUS and OCONUS) provided you have sufficient service remaining to meet the requirements of the new assignment.

(11) Not eligible for separation pay.

 

Note: If the Soldier refuses to sign, the commander/first sergeant will annotate the refusal and sign in the witness’ signature block.
